A Lottery that Preys Upon the Rich

Imagine a way to raise money that, like a lottery, is totally voluntary, but, unlike a lottery, doesn’t prey upon the poor or feed gambling addictions. That is what happens if, instead of raffling low-numbered license plates, states auction them. These aren’t kidneys. There is no reason not to sell them to the highest bidder.   They’d go for 5-6 figures apiece.
